Cold peanut noodle salad

Ingredients:
- 8 ounces rice noodles (can substitute with linguini or spaghetti-style noodles)
- 1/2 red bell pepper, thinly sliced
- 1 cup shredded carrots
- 2 scallions (green onions), chopped
- 1/3 cup peanuts, chopped
- 1/2 teaspoon black sesame seeds
- 1/3 cup crunchy peanut butter
- 3 tablespoons sriracha
- 1 tablespoon rice vinegar
- 2 garlic cloves, minced
- 2 tablespoons hot water
